obama, the white house, congressional democrats, want to go over the fiscal cliff because they believe that it is more politically advantageous for them to do so. is that a sentiment you agree with or not? >> i believe that the president and the democrats see a political victory at the bottom of the fiscal cliff. i see financial problems for our country at the bottom of the fiscal cliff with unemployment over 9%, and another recession. i think -- i want to find a solution working with people on both sides of the aisle but when you have howard dean, the former chairman of the democratic national committee, you have patty murray, who ran the democratic senatorial committee encouraging going over the cliff i think it's irresponsible. i think we ought to have the president sitting down with john boehner, finding solutions that can, one, pass the house, and, two, be signed by the president, and i believe if you find that solution, it will pass the senate. >> senator john barrasso, thank you for your time. >> thank you. >> next on "andrea mitchell reports" -- as the house heads home, are dem

story, the fiscal cliff debate. and fox 5 learned that president obama and john boehner spoke on the issue today, but the results have not been made public. the white house is asking federal agencies to plan for $100 billion in spending cuts and that is what happened if not resolved. administration believes the deal will be done. john boehner made an offer earlier this week putting $800 billion on new revenue on the table. he got hit hard by the administration and members of his own party. >> we have to cut spending and, i believe, it's super flowous. >> and that is a law, higher rates to go up for the 2072%, including all of you. yes. >> reporter: president obama was speaking to business leaders when he made the comment. he insists he will veto any bill not including tax increases on wealthier americans. >>> the defense department started planning for the roughly $500 billion in personnel cuts. the pin is not talking to the defense contractors of public plans. >>> the council made it clear that it's not following the mayor's lead on several issues. it was evident last night d

the white house learned during the first term is that there are some things that work for obama and some things that don't. sitting down at a table with john boehner as essentially equals did not turn out as well as they might have hoped with the debt ceiling talks in 2011. but what did work was that winter when the president went to the country and argued for extending the payroll tax holiday and developed pressure outside of washington, he was a lot more successful. so they have two goals here. one is to keep the pressure coming from outside the beltway and the second is to make sure that this is not a negotiation between the president and boehner, that they want the president essentially floating above this. >> robert, when we talk and i know you had a chance to hear what congresswoman black will to say about trying to find the right balance here, while a majority of americans, say they go completely support raising taxes on wealthier americans, there is also a majority support that says we don't want to see earned benefits messed with, we don't want to see the medicare eligibility ag

'll respond favorably to the conservative message. barack obama wasn't the first one. again, this idea that he was the first one to invite jorge and jose diaz-balart to the white house, you know, i was in the bush administration. i remember president bush being extremely good with spanish-language media. i mean, we -- president bush in the campaign in 2000-2004 was extraordinary in terms of the latino media. can latinos forget? absolutely. i mean, you mentioned pete wilson debacle in california. well, only a few years later, george w. bush was winning with 40-44% of the latino vote, 2004. only eight years ago. >> not in california. >> not in california. >> not california, that's right. not california. >> he blew. >> not california. not california, not new york, that's right. but we were extremely competitive. i don't think latinos have forgotten about that. i think latinos understand that ronald reagan was the last one to pass immigration reform. they understand that george w. bush worked very hard for immigration reform, and i think what we allow ourselves is for a small group within the gop

? the president or congress. i would make the argument that obama is clearly the one. certainly democrats are probably little bit more to blame. two years ago, democrats ran the entire town. they had a filibuster proof majority in the senate. they control the house and white house. if they wanted to cut spending at that time, they could have done so. republicans -- they could've done it over every republican objection and they could've gotten everything they wanted. they didn't do that. but i do think it's worth remembering that if you go back 10 years, president bush, and the republican-controlled congress, then acted too expensive for us that were not paid for. the thing that is worse today with obamacare, which i don't think we'll actually get paid for with these sudden efficiencies we will find in the federal government, which the federal government has never found before -- is that wars eventually end. entitlement programs like obamacare go on forever. just for those reasons, i do think democrats are far worse. all of these people have some blood on their hands. greg: you said that a
